Schools should only promote their students when all classes for the current school year have been concluded. This is because if a student's grade level changes during a term, and they receive grades before and after the change, it can lead to errors on the report card and transcript.
If your school uses EnrollMe, it is recommended to wait until most students have applied to the school for the upcoming school year. This is because when the students are promoted, Gradelink can automatically adjust the students' statuses from "New Enrollment" and "Re-enrollment" to "Active".
